A global human rights watchdog, in a report published Thursday, accused Ukraine of using combative tactics that deliberately endanger civilians, which are potential violations of international law.

Such tactics could amount to a violation of international law, as they would require the Russian military to incur greater collateral damage and destroy civilian infrastructure in order to strike strategic Ukrainian targets.
“We have documented a pattern of Ukrainian forces endangering civilians and violating the laws of war when operating in populated areas,” said Agnes Callamard, Secretary General of Amnesty International. “Being on the defensive does not excuse the Ukrainian military from respecting international humanitarian law.”
The report said that Russia also violated internationally recognized humanitarian law, targeting civilians even in circumstances where there are no viable Ukrainian military objectives.
Amnesty International said the investigation, which took place between April and July, included searches, interviews with survivors and battlefield participants, remote sensing and weapons analysis. Researchers have identified 19 cities where Ukrainian troops are based in hospitals, schools and other civilian infrastructure near the front lines, even when viable alternatives are available.
The report stated that “Amnesty International is not aware that the Ukrainian military, which has positioned itself in civilian buildings in residential areas, has requested or assisted civilians to evacuate nearby buildings – failing to take all feasible precautions to protect civilians.”

Ukrainian President Volodymyr Zelensky denounce In a statement Thursday, the report said, “cynical and calculated” Russian forces singled out residential buildings and conspicuous non-combatant assemblies.
“They knew where the strikes were, and obviously they wanted people to get hurt,” Zelensky added.

“Anyone who pardons Russia and artificially creates such an informational context that assumes that some terrorist attacks are justified or understandable, can only realize that it helps terrorists,” Zelensky said. “And if you make manipulative reports, you share the responsibility for people’s deaths.”
The Verkhovna Rada in February approved a law allowing civilians to take up arms and defend themselves from an imminent Russian attack. Frequent instances of civilians involved in hostilities, including Molotov cocktails thrown at Russian infantry and the reuse of agricultural equipment to confiscate Russian armor, blurred the lines between military and civilian objectives.
Russia killed civilians during the failed attempt to capture Kyiv earlier in the spring, CBS News mentionedand caused the deaths of thousands of civilians during the siege of Mariupol in the south.
The United States assessed in March that Russia had committed war crimes while fighting its “unjustified voluntary war” against Ukraine, according to to the Ministry of Foreign Affairs.
The Ukrainian foreign and defense ministries did not immediately respond to requests for comment by the Daily Caller News.
